Bissett quit MARC job; violated Hatch Act
After his first inept campaign for County Executive of Anne Arundel County against Janet Owens in 2002, Phil Bissett was appointed to serve as Director of Maryland's MARC Train System by Governor Bob Erlich. He served in this appointed position from 2004 until until May 17, 2005. Bissett was forced to step down after a legal opinion from the U.S. Office of Special Counsel that he was violating Federal Law. Bissett's campaign for a second try to be County Executive while serving as an employee of a Federally-funded program violated the Federal Hatch Act. The opinion held that he could not continue in the rail job, which involves handling $30 million a year in Federal grants, and run for County Executive. Bissett pondered his options from May 3 to May 17, 2005, before resigning to avoid disciplinary action.
"We understand . . . that you (Bissett) have substantial control over directing the flow of federal funding to capital projects, determining which projects are to be completed, and prioritizing those projects," Ana Galindo-Marrone, then-chief of the Hatch Act unit in the U.S. Office of Special Counsel, said in a May 3, 2005 letter to Bissett. This letter "serves as notice," she wrote, "that your current candidacy for Anne Arundel County Executive is in violation of the Hatch Act."

We deserve better in Anne Arundel County!
So politics as usually in this County, perennial candidate for office Phil Bissett is running for office yet again this year. Bissett announced for the County Council from District 7 in February and held a fundraiser on Old Turkey Point Road in Edgewater on Thursday, April 22, 2010. He has lost two races for County Executive to both of our last two dismal County Executives in 2002 and 2006. What did he learn from these losses? Apparently, if you stand along the roads in this County holding a sign with your name the complete dearth of decent candidates for office will eventually win you an election because voters recognize your name. We deserve better in this County!
Anne Arundel County has real problems like the rest of the State and Region. We need qualified candidates who bring skill and education to the table. Do we want to continue to be governed by the also-rans who hang around until eventually they luck into a turn at bat? Can your property values afford this? Can your kid’s education afford this? Can your pocket book afford this? Our current County Executive was a joke who held a sign along the road for years until it was his turn to get elected. We deserve better in Anne Arundel County!
Bissett is a Southern High School graduate with some college. No truly gainful employment. At least nothing that requires his time at a job instead of standing along a road aimlessly holding a sign with his name. We need some skilled governance and experienced judgment. This is a large modern County. We need leaders with a broader skill set than the ability to hold up a sign with their name on it and wait for their turn. We deserve better in Anne Arundel County!
This Blog will monitor and report on the lastest attempt by Bissett for gainful public employment. Who should be elected to the AACO County Council from District 7? Not Bissett! Anybody but Bissett!! It is time for a change in the politics of this County.
